I have a '20 WR and a '21 T7.
To state the obvious, the WR is the better dirt bike. I am no Pol Tarres on the T7, so I use it for backcountry travel on dirt roads and mild trails, often after traveling lotsa highway miles to get there. Once I'm in the gnarly desert or mountains, I long for the WR. The T7 is amazing for it's size, but it is still relatively big and heavy.
As a road bike, it depends on what you mean by "capable". One the road, the T7 is in it's element. It'll cruise comfortably all day long. The WR (stock gearing) can do 75+ on the Interstate, but it's buzzy and feels like the engine is straining. It might not be doing any harm, but the ride a this speed is not pleasurable like on the T7. As you might expect, it gets tossed around more by wind gusts from passing trucks. However, it will get the job done. At 65 MPH and lower, the WR is a nice ride.
If I had to choose for mostly dirt riding, I'd keep the WR over the T7. It's the Swiss Army Knife of motorcycles.
If you can swing it, get one of each. Then you can pick the right tool for the job.
